One of the main components of President Barrack Obama's health reform was to implement a health insurance exchange. These insurance exchanges are market places where Americans and legal immigrants can shop for health coverage. They are meant to advertise at least two plans, one being a nonprofit, to consumers to compare and purchase coverage.
The health insurance exchanges are to be provided by each state and should consist of a plan involving more than one state. This way the cost of insurance premiums should be lower providing individuals and small businesses the availability and afford ability to cover themselves, and/or their families, and/or employees.
None of the plans are allowed to deny coverage for anyone having a pre-existing condition. And they should include a benefit package that would prevent and protect from outrageous costs. The plans should be broken down into four levels of coverage and premiums. These four levels are being referred to as platinum, gold, silver, and bronze. They should provide a coverage premium for all types of employment situations. This will allow individuals who lose their jobs, the ability to keep their health benefits. There is also a government subsidy that can help lower income individuals purchase plans through these exchanges.
The health insurance exchanges an attempt to create a competitive market for insurance companies providing a lower premium to the consumers. There are more than thirty million Americans without health coverage due to the high cost of insurance. These insurance exchanges are a way of getting these individuals coverage. These exchanges are not setting the cost of insurance but can regulate which plans are permitted to be advertised on them.
Insurance exchanges are to provide a 24/7 customer support line to aid navigators, consumers, agents, and insurance companies the availability to have any questions or doubts about the insurance exchange addressed effectively and efficiently.
Some states already have insurance exchanges implemented but the actual deadline for all U.S. states is January 2014. If the states do not have a health insurance exchange operational by this time, the Department of Health and Human Services will set up a federally ran health Insurance Exchange. The states will have the opportunity to provide their own exchange but will need clearance from the HHS to do so.
Not everyone is in agreement with the policies governing these insurance exchanges while others feel they will be beneficial. The insurance exchanges will keep the health insurance companies honest, have the insurers provide better coverage at a lower rate, and the insurers will need to add some medical procedures as part of a plan with no co-pay to its insured customers.
